Malta's Permanent Residence Programme grants lifetime EU residency on approval — no minimum stay, no relocation, and up to four generations of your family covered under a single application.
Why now
On 3 May 2026, Portugal's new Nationality Law was signed, taking effect on publication in the Diário da República. It doesn't touch the Golden Visa itself — but it roughly doubles the wait for citizenship built on top of it.
For most non-EU applicants, the residency period required for Portuguese naturalisation moved from five years to ten (seven for EU and CPLP nationals), with the clock now starting from the date the residence permit is issued, not the date of application.

MALTA MPRP
Malta has never been a citizenship-focused route. What it offers instead: permanent EU residency granted on approval, with no relocation requirement, for a fraction of the entry cost.

The programme
MPRP grants permanent EU residency to non-EU nationals who make a defined government contribution, hold a qualifying Maltese property, and pass due diligence. Reformed under Legal Notice 146 of 2025, it's now clearer, faster and more cost-efficient than before.

Eligibility
Straightforward criteria, and four obligations every approved applicant must satisfy to receive — and keep — a permanent residence card.
Applications from nationals of, or with close ties to, currently sanctioned jurisdictions — including Afghanistan, North Korea, Iran, DRC, Somalia, South Sudan, Sudan, Syria, Yemen and Venezuela — are not accepted. Applications from the Russian Federation and Belarus are also not currently accepted. This list is reviewed periodically; we confirm current eligibility at engagement.
€97,000 total for the main applicant, whether renting or purchasing — paid in two instalments: €15,000 on submission, €82,000 post-approval.
€2,000 to a registered Maltese NGO supporting cultural, sporting, environmental or animal welfare causes.
Rent from €14,000 p.a. or purchase from €375,000, held for a minimum of five years.

A worked example for a family of four — main applicant, spouse and two minor children — under the current framework. Both routes lead to the identical outcome; they differ only in what happens to the property capital.

Spouse and minor children carry no separate government fee under the current rules; each additional adult dependant (adult child, parent or grandparent) adds €7,500.
